OPPORTUNITY MAPS
While this management zone approach
is an effective tool for evaluating the capacity of the land to support
different land uses, this approach alone doesn't maximize siting opportunities.
The opportunity maps seek to define the best locations for the range of
potential program elements (recreation areas, habitat enhancement, economic
opportunities, etc.).

We now know parcel specific opportunities
that can be incorporated as design criteria at the site scale and understand
the implications to those same parcels for both watershed wide and basin
specific management objectives and appropriate uses.
The range of design alternatives constructed
within this planning process are base upon coincidence between management
zones and opportunity maps. In this way the client/public can select between
a range of futures, all of which meet the management objectives of both
the watershed-wide framework and the sub-basin objectives. The opportunity
maps that further define where the potential for the program elemetns are
most appropriate based upon; public identification of important resources,
desired uses, and priority issues.
