FITTING LAND USE WITHIN APPROPRIATE MANAGEMENT ZONES 
The "fit" between appropriate land use and each sub-basin management zone is the next step. Based upon siting criteria and potential impacts of land uses, each management zone is paired with a range of acceptable uses. Public input is used to refine this "fit", with guidance by the key stakeholders. 
 
The "Fit" between management zones and land uses -
appropriate intensity to minimize direct & secondary impacts.
 
Once we have derived the range of appropriate uses it becomes possible to use these findings in three innovative ways: 
1.)  Test existing conditions to conclude which existing uses and zones are consistent with management objectives. This becomes the method of addressing past mistakes and forms the rationale for rezoning or incentives for reuse strategies. 
2.)  As a "smart" base upon which future land uses can be suggested. This becomes a very clear method to project the successful development of land uses, in a way that is always consistent with watershed wide and sub-basin management objectives. 
3.)  As a predictive model to ascertain the potential impacts of a range of possible futures in a planning context or any proposal of landscape change at the site scale. This predictive model will evaluate the proposed use for consistency with those desired management objectives.
